Aeronautical Fees and Charges
Aircraft that operate at the SBIA Complex shall be levied the appropriate fees and charges for the use of various facilities such as runways, taxiways, apron areas and lighting facilities.

LANDING AND TAKE-OFF FEES
Landing and take-off fees for International or Domestic operations shall be computed as follows:



International Operations
Fees are computed based on the maximum take-off weight (MTOW) in aircraft's Certification and per aircraft cycle (landing and take-off).
Up to 50,000 kgs: US$1.84/500 kgs. or a fraction thereof
50,001-100,000kgs: US$184.00 plus US$1.95/500 or a fraction thereof in excess of 50,000kgs.
100,001-150,000kgs: US$398.75 plus US$2.25/500 kgs. or fraction thereof in excess of 100,000kgs.
150,001 kgs. and over: US$646.25 plus US$2.40/500 kgs. or fraction thereof in excess of 150,000 kgs.

Domestic Operations:
Fees are computed based on a maximum take-off weight(MTOW) in aircraft's Certification and per aircraft cycle (landing and take-off).
Up to 50,000 kgs.: Php 26.87/500 kgs. or a fraction thereof
50,001-100,000kgs:Php2,687.00 plus Php24.00/500 or a fraction thereof in excess of 50,000kgs.
100,001-150,000kgs: Php6,039.00  plus Php24.00/500 kgs. or fraction thereof in excess of 100,000kgs.
150,001 kgs. and over: Php7,772.00 plus Php24.00/500 kgs. or fraction thereof in excess of 150,000 kgs.

PARKING CHARGES
Parking charges including remote parking for International and Domestic Operations shall be computed as follows:



International Operations:
Fees are computed based on the maximum take-off weight in aircraft's certification and the number of hours parked after the first two (2) hours free parking period.
Up to 50,000 kgs.: 1st half-hour US$3.00.  Each additional half hour thereafter or fraction thereof US$3.00.
50,001-100,000kgs: 1st half-hour US$17.00.  Each additional half-hour thereafter or fraction thereof US$5.00
100,001-150,000kgs: 1st half-hour US$21.00.  Each additional half-hour thereafter or fraction thereof US$7.00
150,001 kgs. and over: 1st half-hour US$21.00.  Each additional half-hour thereafter or fraction thereof US$7.00



Domestic Operations:
Fees are computed based on the maximum take-off weight in aircraft's certification and the number of hours parked after the first two (2) hours free parking period.
Up to 50,000 kgs.: 1st half-hour Php20.40.00.  Each additional half hour thereafter or fraction thereof Php17.00.
50,001-100,000kgs.: 1st half-hour Php195.50.  Each additional half-hour thereafter or fraction thereof Php45.90
100,001-150,000kgs.: 1st half-hour Php195.50.  Each additional half-hour thereafter or fraction thereof Php59.50
150,001 kgs. and over: 1st half-hour Php195.50.  Each additional half-hour thereafter or fraction thereof Php59.50

LIGHTING CHARGES
Aircraft that land, take-off or park during nighttime at the airport shall be levied additional lighting charges.  Nighttime is between 6:00 P.M. to 6:00 A.M.
Landing/take-off (International): US$12.00 per landing and/or take-off
Landing/take-off (Domestic): Php300.00 per landing and/or take-off
Parking: Additional 15% of the rate for daytime parking.



SPECIAL RATES
Unless otherwise specifically provided, aircraft operating under the following categories shall be given 50% discount on the prescribed rates.

  • Ferry flights of aircraft and aircraft parts or crew;
  • Technical landing by non-scheduled flights;
  • Aircraft demonstration flights, and;
  • Other flights that may be authorized by the General Manager of SBIA with the approval of the SBMA Chairman and Administrator.


  • EXEMPTIONS:
    Unless otherwise specifically provided herein, the Aeronautical Fees and charges shall not apply to the following:

    • Aircraft exclusively used by head of states and diplomatic and consular representatives of foreign government. (Civil registered aircraft other than state-owned aircraft, which are chartered or hired by or for representatives or personnel of foreign governments, are not exempted by this provision).

    • Aircraft engage in non-commercial activities, mercy and humanitarian missions, or government-sponsored missions, subject to the approval of the SBMA Board of Directors upon the recommendation of the General Manager thru the SBMA chairman and Administrator

    • Aircraft which, by provisions of existing laws or treaties, are exempt from payment of fees and other charges.

    • Aircraft required to land at the Subic Bay International Airport due to Air Traffic control (ATC) or other administrative requirements.

    • Other aircraft that may be authorized by the SBMA Chairman and Administrator or his duly authorized representatives as exempt from said fees and charges; provided, however, that it is within the prescribed guidelines approved by the SBMA Chairman and Administrator.



    AirNavigation/Communication Facilities Fees and Charges


    Aircraft flying into and out of the Subic Bay International Airport shall be levied the appropriate fees and charges for the use of the various air navigation facilities.



    OPERATIONAL CHARGES
    Operational charges for the use of the enroute and airport/terminal; navigation facilities and services provided exclusive of telecommunication services for class “B” messages of the aeronautical fixed services shall be based on each arrival and departure.


    Departing/Arriving International Flight. For each departing/arriving flight at SBIA, a charge of US$225.00 or its equivalent in pesos at the time of payment shall be imposed for the use of the enroute and airport/terminal navigation facilities and radar services of the SBIA regardless of the type of flight and its duration.


    Domestic and General Aviation Flight. For each flight under instrument flight rules at SBIA, a charge of Php600.00 for domestic and Php200.00 for general aviation shall be imposed regardless of the number of air navigation facilities used, type of flight and its duration.



    TELECOMMUNICATION CHARGES
    Class B Message. A charge is made for the transmission of Class B Messages, whether locally or passing thru the Subic AFTN Communication Center, to addresses in foreign countries linked with the Philippines by the AFTN provided such countries accept this type of messages of their communication system.  The charge shall be Php20.00 for each line of 69 characters in the text and signature, to each transmission require to effect delivery to the addressee(s) in the message.  For each line of less than 69 characters, the charge shall be in accordance with the following rates:


    • Less than 69 but not more than 52 characters P10.00
    • Less than 52 but not more than 35 characters P8.00
    • Less than 35 but not more than 18 characters P5.00
    • Less than 18 characters  P 3.00


    EXEMPTIONS:
    Unless otherwise specifically provided herein, the fees and charges herein shall not apply to the following:


    • Aircraft exclusively used by head of states, and diplomatic and consular representatives of foreign governments.     RENTALS

    TERMINAL BUILDINGS
    Rental of floor spaces at the terminal buildings and other airport buildings, shall be in accordance with the following rates:

    Passenger Terminal Building


    Enplaning and Deplaning Level:

    • Airlines: US$ 7.50/sqm/mo.
    • Commercial Establishment: US$10.00/sqm/mo.
    • Government Offices: US$5.00/sqm/mo.

    USE OF VIP LOUNGE
    A fee of Php2,000.00/hour or a fraction thereof shall be imposed for the use of VIP Lounge with the exception of the following:


    VIP Accommodation for 20 visitors: Php2,000/hr.
    Additional in excess of 20 visitors: Php150/pax

    EXEMPTIONS:

    • Head of State

    • Members of the Senate and House of Representatives

    • Cabinet Members and Justices of the Supreme Court

    • Members of the Diplomatic Corps endorsed by the Protocol of the Department of Foreign Affairs

    • Other local and foreign officials who may be extended courtesy by the SBMA Chairman and/or SBMA Administrator or his duly authorized representatives.



    USE OF CONFERENCE ROOM
    Capacity of 20-25 persons.

    • Php500.00/hr. with equipment
    • Php300.00/hr. without equipment


    OTHER AIRPORT BUILDINGS
    Lease/rental charges for SBMA-owned building other than the passenger/cargo terminal buildings inclusive of the land area occupied by said buildings shall be charged the following minimum rates:

    Hangars:

    • Steel/Concrete: US$4.00/sqm/mo.
    • Open space (paved/unpaved): US$2.10/sqm/mo.


    CHECK-IN AND CONCESSION COUNTERS
    Rental charges for the use of the check-in and concession counters shall be in accordance with the following rates:

    • Check-in counters, Weighing Scales, Conveyor and SOLARI Over the counter signs: US$10.00/counter/hr or fraction thereof
    • Concession Counters: US$50.00/counter/mo


    FIXED RATES
    Fixed rates for the lease/rental of space at the SBIA terminal buildings, hangars, offices, factories and other airport buildings shall be upon mutual consent of the SBMA, thru the SBMA Administrator or his duly authorized representatives, and the parties involved.



    BUSINESS CONCESSIONS

    CONCESSION PRIVILEGE FEES
    All business conducted within the SBIA property shall be levied concession privilege fees.  A concession privilege fee shall be charged for each type business or commercial activity notwithstanding the use of the same space for other business purposes.  A concession privilege fee shall also be charged businesses within the terminal buildings inclusive of businesses located within its vicinity.  Concession privilege fees shall be separate from the charges or rentals of buildings, and/or land spaces and is payable in advance on a monthly, quarterly or yearly basis according to the following schedule:



    Passenger Services

    • Bank Foreign Exchange Dealer: US$250.00/quarter
    • Travel Agency: US$250.00/quarter
    • Commercial Cable/Telegraph: US$150.00/quarter
    • Insurance Agency: US$150.00/quarter
    • Pay Telephone Booth: 15% gross income
    • Hotel Reservation: US$500.00/quarter


    Food Service Concessions

    • Restaurants: US$500.00/quarter
    • Kitchenette or Canteens: US$350.00/quarter
    • Coffee Shop, Snack Bars and Refreshment Parlors: US$250.00/quarter
    • Cake House/Pastry Stores: US$250.00/quarter
    • Food Catering to Employees: US$100.00/quarter
    • Cigars/cigarettes and Confectioneries: US$150.00/quarter
    • Liquor Store/Wine Stores: US$250.00/quarter
    • Frozen Food Products: US$150.00/quarter
    • Miscellaneous: US$150.00/quarter


    Transportation Utility Concessions

    • Tourist Buses: US$125.00/unit/qtr.
    • Tourist Coasters: US$100.00/unit/qtr.
    • Public Utility Buses: US$10.00/unit/qtr.
    • Taxicabs: US$15.00/unit/qtr.
    • Jeepney(PUJ): US$5.00/unit/qtr.
    • Car Rental/Limousine Svc.: US$50.00/unit/qtr.
    • Others: US$25.00/unit/qtr.


    Miscellaneous Business Concessions

    • Lobby Fee Concession: Highest bid price but not less than the SBMA estimate.
    • Parking concession(IPT): Highest bid price but not less than the SBMA estimate.
    • Porterage Service(IPT): Highest bid price but not less than the SBMA estimate.
    • Private Cargo Terminal: 5% of Gross Income or US$5,000.00 per month whichever is higher.
    • Photographic Supply and/or Service Store: US$150.00/quarter
    • Beauty Shop/Barber Shop: US$100.00/quarter
    • Vending Machines: US$50.00/unit/quarter
    • Amusement Machines: US$150.00/unit/quarter
    • Duty Free Shops: 3% of Gross Sales
    • Art Gallery: US$150.00/quarter
    • Flower Shop: US$150.00/quarter
    • Newspaper,Magazine and Periodical Stand: US$100.00/quarter
    • Movie Filming: US$200.00/3 hrs. or fraction thereof
    • Documentary: US$100.00/3 hrs. or fraction thereof
    • Advertising/TV Filming: US$100.00/3 hrs. or fraction thereof
    • Shoe Cleaning Service: US$ 50.00/quarter
    • Bookstore and Office Supplies: US$100.00/quarter
    • Public Lockers or Luggage Deposit: US$1.00/locker/mo.
    • Drugstore/Gift Shops/Curios Novelty Stores: US$150.00/quarter
    • Packing/Crating Services: US$150.00/quarter
    • Miscellaneous: US$150.00/quarter
    • Other Areas (Not in Terminal Area): 50% discount on aforementioned Terminal Area Concession fees



    UTILITIES



    Electric Power Charges
    Lessee/tenants of buildings and/or spaces shall be charged for their electrical consumption based on actual meter readings in accordance with SBMA rates plus fifteen percent (15%) maintenance and service fee.



    Telephone, Cable Pairs and Right-of-Way For Communication Facilities.
    For the use of the SBMA communication facilities located within the airport premises, the following fees and charges shall apply:


    Telephone

    • Main: US$12.00/unit/montha
    • Extension: US$ 6.00/unit/month

    Cable Pairs

    • House Cable: US$3.00/line/month
    • Outside Cable: US$3.00/line/month

    • Deposit for Telephone Set: US$80.00/apparatus
    • Right-of-Way for telephone teletype, cable pairs, video monitors and antenna system: US$10.00/month



    Water Charges
    Lessees and/or tenants of buildings and/or spaces shall be charged for their water consumption based on the actual meter reading in accordance with SBMA rates plus fifteen percent(15%) maintenance and service fee.

    Other utility Fees and Charges

    • Installation/connection permit for utilities such as electric and telephone;  Commercial/residential: US$10.00/terminal
    • Permit fee for repair, renovation or improvement of buildings, hangars and other similar structures: US$10.00/application



    OTHER AIRPORT FEES AND CHARGES



    Cargo Terminal Fee
    A cargo terminal fee shall be imposed on the signees of cargoes using the facilities at the SBIA.

    • International Operation - Incoming or outgoing cargoes: US$0.01/kg or fraction thereof
    • Domestic Operation - Incoming or outgoing cargoes: US$0.10/kg or fraction thereof



    Vehicular Parking Fees
    A motor vehicles, regardless of types, shall be changed for the use of vehicular parking areas in accordance with the following rates:

    • Cars and Jeeps: Php10.00 for every vehicle, RON(Remain Overnight) Php100.00 for every vehicle.
    • Trucks, buses, vans: Php20.00 for every vehicle, RON Php100.00 for every vehicle.



    Ground Handling Service Fees
    A fee shall be charged for the use of the ramp facilities in accordance with the following schedule:

    • Ground handling services at Terminal: 5% of Gross Income
    • In-flight Catering: 5% of Gross Income
    • Repair and Maintenance Service: 5% of Gross Income



    ADVERTISING FEES
    Business in the form of signboards, displays, billboards, posters, streamers, etc., may be installed within the airport premises subject to the approval of the Airport manager.  Locations of signboards of concessionaires within their respective leased premises are extended from the payment of advertising charges provided that their size, design and location are approved by the SBMA chairman and/or SBMA Administrator.  The advertising rates are exclusive of electricity and other local utilities provided by SBMA management chargeable to the concessionaires.


    Indoor Advertising at the Terminal

    • Highest bid price but not less than the approved SBMA estimate
    Outdoor Advertising
    • Lighted Bill or Displays: US$5.00/sqm/mo.
    • Unlighted Billboards: US$2.50/sqm/mo.
    • Circular, Posters: US$1.00/sqm/mo.



    Royalty Fee on the Sale of Aviation Fuel, Oil, Grease and Lubricants
    A royalty fee shall be imposed on any person, firm or corporation, selling or delivery, directly or indirectly, aviation fuel, oil, grease or lubricants to any aircraft at the airport for their use.  This royalty fee shall be as follows:

    • Aviation Fuel: US$0.0040/US gallon
    • Oil: US$0.015/US gallon
    • Grease: US$0.015/pound



    Pipe Rentals
    The charge for the pipeline rentals shall be a throughput fee of US$0.013/US gallon



    Porterage Fee
    The charge of Porterage services shall be Php5.00 per piece of luggage.  Baggage cart rental shall be as follows:

    • Regular: US$1.00/cart or fraction thereof



    Passenger Terminal Fee
    A passenger terminal fee shall be paid by each departing passenger in accordance with the following rates:

    • International Passenger: Php650.00/pax or US$ equivalent
    • Domestic Passenger: Php150.00/pax or US$ equivalent


    The above rates of passenger terminal fee shall be paid either directly to the authorized representatives of SBMA/SBIA, through the carrier or the ground handling agent of the carrier, and shall be exclusive of other charges being levied by the National Government.


    Any passenger who refuses or fails to pay the required passenger service charge shall be prevented from boarding the aircraft.



    Exemptions:

    • Children two (2) years and below;
    • Transit Passenger;
    • Pilgrims and others with authority from the Office of the President of the Philippines;
    • Refugees;
    • Extra-crew of the air carrier; and
    • Other passengers who the SBMA Administrator or his authorized representatives deem exempt from the charges; provided however, that it is within the prescribed guidelines approved by the SBMA Board of Directors.



    MISCELLANEOUS FEES AND CHARGES
    For the issuance of replacement of SBMA/SBIA access cards, and vehicle permit and other miscellaneous services shall be charged in accordance with the following rates:

    • Issuance of Access Cards: Php100.00/card
    • Replacement of Lost/ Damaged Access Card / Vehicle permit: Php200.00/card
    • Vehicle AMA Pass: Php80.00/AMA
    • Reproduction of Official Records: Php5.00/page
    • Reproduction of Weather Satellite picture; Php150.00/page
    • Flight Line Drivers License (Green): Php50.00
    • Flight Line Drivers License (Yellow): Php80.00
    • OB Access Pass: Php80.00/OB Pass
    • Temporary Access Pass and Contractors Pass: Php50.00/pass
    • Vehicle Safety Inspection: Php30.00/inspection



    Tacking Fee
    Aircraft using the various loading bridges at the SBIA shall be charged with the following fees:

    • Loading bridge with Single Tube: US$20.00/hour or a fraction thereof.
